Bulk SMS software is a tool that lets a business send one message, or a personalised template, to hundreds or lakhs of mobile numbers at once. In India it must also handle DLT requirements: your registered entity, sender ID and approved templates. Most modern tools are cloud-based, so you use it in a browser or connect to it through an API.
Desktop tools that send bulk SMS from a phone SIM or GSM modem do exist, but they are not suitable for business messaging in India. Commercial SMS must go through a registered telemarketer with DLT-approved headers and templates, and sending bulk messages from a personal SIM can get the number blocked under TRAI's spam rules. Good software does. MetaReach has a dedicated Unicode SMS mode for Hindi and other Indian scripts. Remember that a Unicode SMS holds 70 characters per segment instead of 160, and the template must be registered on DLT in the same language.
