Built Around the Voter

Every Voter, Segmented and Reached the Right Way

A voter outreach platform starts from the voter, not the channel. The same database drives who gets messaged, in what language, through which channel, and how their response is captured.

Voter-Centric vs. Product-Centric

This page is the audience-outcome view — how a voter database gets segmented, targeted, and engaged. For the dashboard, feature list, and scheduling tools campaign teams actually use to run those channels, see our Election Campaign Software page — the two are complementary views of the same underlying platform.

How It Works

From Voter Database to Response Tracking

One continuous loop — not four disconnected steps.

Voter Database

A constituency-wide contact list with booth, ward, and language attributes attached to each voter record.

Segment

Split by booth, ward, language, or past response behaviour, so each group gets messaging relevant to them.

Multi-Channel Outreach

SMS, Voice OBD, IVR, and Missed Call each carry the message to the segment they fit best.

Response Tracking

Missed calls, IVR responses, and SMS replies are logged back to the same voter record.

Every tracked response updates the voter database, refining the next round of segmentation — the loop closes and repeats.

Segmentation

Message the Right Voter, Not Every Voter

Booth & Ward-Level Lists

Segment a constituency down to individual polling booths or wards, so local updates only reach the voters they're actually relevant to.

Language & Region Targeting

Route each segment to messaging in Hindi, Tamil, Telugu, Bengali, Marathi, Gujarati, Kannada, or another regional language, matched to what that segment actually speaks.

Response-Based Re-Segmentation

Voters who respond to one channel — a missed call, an IVR press-1 — can be moved into a follow-up segment automatically, rather than treated the same as non-responders.

Feedback Loops

Two Low-Friction Ways Voters Respond

Outreach only tells half the story — a platform also needs an easy way for voters to respond back.

Missed Call Registration

The lowest-effort inbound signal — a voter gives a free missed call to register interest or support. See our dedicated Missed Call Campaign for Election page.

IVR Feedback Line

For voters who want to say more than a missed call allows — a menu-based line to leave detailed feedback or ask a question. See our IVR for Election Campaigns page.

A Note on Data Handling & Consent

TRAI's DLT consent/DND framework is a telecom-specific system — it applies to SMS and voice (including Missed Call routing), not to every channel a campaign might use. Each channel contacted needs its own basis for permission; a consent trail for SMS/voice does not automatically cover any other channel.

Contact data used for outreach should be campaign-owned data, collected with the relevant channel's permission — not assumed from its source. Public electoral-roll data being available does not, by itself, give a campaign permission to message someone on any channel; a voter's number on the roll and a voter's number in a campaign's own opted-in contact list are not the same thing.

This page keeps the compliance detail brief by design. See our DLT registration support page for the base registration process, and our Election Communication Compliance Guide for the full data-handling picture.

Common Questions

Frequently Asked Questions

What is a voter outreach platform?

A voter outreach platform is a multi-channel system built around the voter as the unit of engagement — it segments a voter database by booth, ward, language, or region, then delivers targeted messaging across SMS, Voice OBD, IVR, and Missed Call, and tracks responses back into the same database.

How is this different from Election Campaign Software?

Election Campaign Software is framed around the campaign team's product needs — the dashboard, scheduling, and reporting features they use to run channels. This page is framed around the voter as the audience — how a voter database gets segmented, targeted, and engaged, and how their responses feed back into the same system. The two are complementary: the platform features live in the campaign software; the voter-centric strategy is described here.

Can voters be segmented by polling booth or ward?

Yes. A voter database can be segmented down to booth or ward level, so messaging — a rally invite, a local issue update, or a polling-day reminder — can be targeted to only the voters it's relevant to, rather than sent as one constituency-wide broadcast.

How does feedback from voters get collected?

Two low-friction loops handle most inbound engagement: a missed call number for voters who want to register support or interest with zero effort, and an IVR helpline for voters who want to leave detailed feedback or ask a question through a menu. Both feed responses back into the voter database in real time.

How is voter data handled and is consent required?

TRAI's DLT consent/DND framework applies to SMS and voice — it is a telecom-specific system, not a universal consent layer covering every channel. Each channel used needs its own basis for contacting a voter: a DLT-registered sender and consent trail for SMS/voice, and separate opt-in for any other channel. Contact data should be campaign-owned and collected with the relevant channel's permission — a public electoral roll being available does not, by itself, give permission to message someone on any channel. See MetaReach's DLT registration support page and Election Communication Compliance Guide for the full data-handling detail.
